The only thing I can think of is if the Game Gear was more competitive price wise with the Game Boy it could help. Also, if they gave the proper support to it, the Sega Nomad could have been a success, though I feel it has the same problem with the TurboExpress, which is screen size. Since the games were designed for a TV they can be hard to see on such a small screen, regardless of screen quality.
