Supposing that, by some manner or other, the HRE managed to survive to present day, what would it look like politically, culturally, and economically?

Like a mini-EU/Zollverein/Austria-Hungary probably.Supposing that, by some manner or other, the HRE managed to survive to present day, what would it look like politically, culturally, and economically?
Well, y'know, Liechtenstein and Luxemburg still exist
There is a modern HRE. It's called European Union. .
The EU makes the HRE look like a paragon of organisation and efficiency!
Well, the EU is mainly united in terms of economic and fiscal deregulation and open borders between member states and those who are members of the Schengen treaty. There is no political and social Union. There is also no constitution and no united foreign policy.
Could a surviving German Empire POST WW1 merges with Austria-Hungary?
Or Austria somehow kicks total butt and bails out the Germans and forces an Anschluss with themselves on top?
